I feel your pain. I have had a similar problem with another non-Norton utility. FWIW, uninstalling the program that caused it failed to correct the issue. Eventually it stopped on it's own. So re-imaging your disk may be premature
Perhaps it's being caused by a change in some registry value that someone with more technical knowldge than mine may be able to assist you in correcting.
I know it's a time consuming pain, but unless you frequently restart your PC there are worse things than assuring the integrity of your disk at every start-up. I'd give it some time to see if it stops without further intervention by you.
