According to this post by Symantec Employee,  , "Norton Safe Search feature is available only for some regions including Australia, Belgium, Brazil, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Spain, Sweden, Switzerland, the United States, and the United Kingdom."  I guess the same is true for Norton Identity Safe.

I don't work for Symantec, so I can't say way they may have planned for the future.
